Extends the underground storage tank loan and grant program administered by the State Water Resources Control Board from January 1, 2022 to January 1, 2026, allowing the program to continue assisting small businesses with upgrading, replacing, or removing petroleum storage tanks.

Authorizes local agencies and the State Water Resources Control Board to inspect properties where project tanks are or have been located, and any real property within 2,000 feet of such locations.

Establishes civil liability of up to $10,000 per violation for persons who fail to furnish required information about grants or loans under the program, furnish false information, or make misrepresentations under penalty of perjury.

Creates criminal penalties of up to $10,000 fine and/or up to three years imprisonment for persons who knowingly make false statements, material misrepresentations, or false certifications in support of a grant or loan application.

Extends requirements for employers to contract with medical supervisors for pesticide-handling employee oversight and for laboratories to report cholinesterase test results to the Department of Pesticide Regulation from January 1, 2021 to January 1, 2023.
