Adopts and approves the West Sacramento Project for flood risk reduction along the Yolo Bypass, Sacramento Bypass, and Sacramento River, as authorized by Congress in the Water Infrastructure Improvements for the Nation Act (Public Law 114-322) and substantially in accordance with the December 2015 Chief of Engineers report.

Authorizes the Legislature to appropriate funds for state participation in planning, engineering, design, and construction of the West Sacramento flood control project upon recommendation of the Department of Water Resources or Central Valley Flood Protection Board.

Expands the boundaries of Reclamation District Number 900 to include the parcels comprising Maintenance Area 4, establishing the district's responsibility to maintain and operate project levees within those boundaries.

Specifies that Maintenance Area 4 may only be dissolved after an assurance agreement is executed and project levee maintenance responsibilities are assumed by the reclamation district or a signatory member agency.

Requires the state to reimburse local agencies and school districts for any costs mandated by the bill, as determined by the Commission on State Mandates, pursuant to Government Code Part 7.
