Requires each county to submit an annual report to the Mental Health Services Oversight and Accountability Commission by January 31 describing how the county is using Mental Health Services Fund moneys to address maternal mental health issues.

Mandates the Mental Health Services Oversight and Accountability Commission to post all submitted county reports on its internet website.

Declares that the bill clarifies procedures and terms of the Mental Health Services Act, allowing passage by majority legislative vote rather than requiring a two-thirds vote.

Provides that if the Commission on State Mandates determines the bill imposes state-mandated costs, reimbursement to local agencies shall be made pursuant to Government Code Part 7 (Section 17500 et seq.).
