Requires the State Oil and Gas Supervisor's annual report to include an inventory of all surface expressions (oil/fluid leaks from underground) that occurred during the previous calendar year, categorized by low and high energy

Removes the exemption for cyclic steaming from well stimulation treatment regulations when the steaming exceeds the fracture gradient, subjecting such operations to stricter permitting requirements

Mandates the Geologic Energy Management Division to update regulations for cyclic steaming by July 1, 2021, including requirements for geological data, pressure monitoring, contingency plans, and measures to prevent surface expressions

Increases maximum civil penalties for well stimulation violations from $25,000 to $50,000 per day per violation, and for major violations from $25,000 to $50,000 per violation, with authority for the supervisor to impose even higher penalties for special circumstances

Requires oil and gas well owners/operators to promptly notify the division upon discovering a surface expression leak, and requires the division to post all relevant surface expression information on its website and coordinate with other state agencies
