Establishes a pilot program in up to 5 counties by January 1, 2022 to appoint at least one CalFresh eligibility liaison to increase CalFresh enrollment among nonminor dependents aging out of the child welfare system.

Requires participating counties to designate at least one employee as a CalFresh eligibility liaison with knowledge of CalFresh eligibility requirements, the application process, and best practices for working with nonminor dependents.

CalFresh eligibility liaisons must assist nonminor dependents at least 30 days before their 21st birthday in completing CalFresh applications and ensure proper submission of applications.

Requires county social workers and probation officers in participating counties to inform nonminor dependents about CalFresh availability and liaison services before youth exit the child welfare system.

Participating counties must conduct annual evaluations of the program's impact on CalFresh applications and enrollment, submitting results to the department and Legislature by December 31 each year; pilot program repeals on January 1, 2028.
