Redefines "short-term" rental motorized bicycle operations to include periods not exceeding 30 days (in addition to the existing 48-hour definition) for operators meeting specified requirements.

Requires operators using the 30-day rental period to be at least 18 years of age, wear a properly fitted and DOT-certified helmet, and submit to a motor vehicle record verification check.

Makes technical and nonsubstantive amendments to Vehicle Code Section 12804.9, including grammatical corrections and clarifications to existing driver licensing examination and classification provisions.

Removes original provisions that would have added examination fraud penalties to the Business and Professions Code sections governing nursing, vocational nursing, and psychiatric technician schools.
