Removes the January 1, 2021 expiration date, allowing self-service storage facility owners to send delinquency notices to occupants by email indefinitely.

Allows owners to demonstrate delivery and receipt of notices through occupant replies to email communications or through secure internet website applications, in addition to existing methods.

Makes the email notice provision inoperative on January 1, 2024, after which owners must use alternative delivery methods that do not rely on email communication.

Removes the January 1, 2021 expiration date for lien attachment procedures when occupants fail to pay rent or charges within 14 days of notice.

Requires rental agreements to request an alternative contact address or email for notice delivery and specify that lien notices may be sent electronically with the occupant's written consent.
