Increases the notice period that the Department of Fish and Wildlife must provide to landowners before accessing their land or water under the Safe Harbor Agreement Program from at least 7 days to at least 7 business days.

Landowners may object in writing to specific department-selected personnel during the notice period and require alternative personnel to be selected.

After two successive objections by a landowner, consent to access is deemed granted regardless of further objections.

Landowners are not required to maintain safe conditions on their property or warn of hazards for department personnel accessing the land under the agreement.

Landowners are not liable for injuries to department personnel resulting from unsafe conditions, except in cases of willful or malicious failure to warn or when access extends beyond what the agreement requires.
