Authorizes issuance of $6,980,000,000 in state bonds, subject to voter approval on November 3, 2020, for climate resilience and disaster prevention programs.

Allocates bond proceeds as follows: $1,625,000,000 for wildfire prevention and climate risk reduction; $1,100,000,000 for coastal protection; $1,355,000,000 for water supply and drought protection; $1,300,000,000 for wildlife and agricultural land protection; and $1,600,000,000 for regional climate resilience projects.

Establishes funding mechanisms including grants to local agencies, state departments, conservancies, and nonprofit organizations for projects addressing forest health, coastal restoration, groundwater sustainability, flood management, and habitat protection.

Requires up to 5 percent of program funds for administrative costs, independent audits of expenditures, annual public reporting on project locations and outcomes, and preference for projects leveraging private, federal, or local funding.

Declares the measure an urgency statute to take immediate effect to enable placement on the November 2020 ballot and expedite fund availability for economic recovery programs.
