Authorizes the Department of Alcoholic Beverage Control to issue a special on-sale general license to nonprofit cultural film exhibition companies that are tax-exempt under Section 23701d of the Revenue and Taxation Code and Section 501(c)(3) of the Internal Revenue Code.

Permits licensed nonprofit cultural film exhibition companies to sell and serve alcoholic beverages to ticketholders only during a bona fide film exhibition and for two hours before and one hour after the exhibition.

Applies existing misdemeanor provisions regarding prohibited sale hours (2 a.m. to 6 a.m.) to these nonprofit cultural film exhibition companies.

Specifies that no state reimbursement is required for local agencies or school districts because any costs result from creating a new crime or infraction as defined in Government Code Section 17556.
