Limits consumer liability for vehicle damage to actual repair costs (up to fair market value) or replacement costs for theft/vandalism if the manufacturer proves lack of ordinary care, plus tolls, tickets, and administrative charges not exceeding $500.

Prohibits manufacturers from disclosing personal information, using electronic tracking, or disabling vehicle keyless entry without clear written notice, prior consent, and specific operational justifications, except for required legal disclosures or emergency services.

Subjects electric mobility manufacturers to vehicle manufacturer licensing requirements, Consumer Automotive Recall Safety Act compliance, and civil penalties of $100 to $2,000 per violation plus actual damages and attorney's fees.
