Updates waste accumulation regulations for generators of less than 1,000 kilograms of hazardous waste per month to reference Section 262.16 of Title 40 CFR (current federal waste accumulation standards) instead of outdated former Section 262.34.

Clarifies that storage facility definitions exclude certain generators of less than 1,000 kilograms of hazardous waste monthly from storage facility status if they comply with updated federal waste accumulation regulations.

Makes conforming changes throughout the code to replace CESQG terminology with VSQG and update various regulatory cross-references to reflect current federal hazardous waste management standards.

Establishes that changes to criminal violations of hazardous waste control laws constitute a state-mandated local program but provides no reimbursement is required under Article XIII B of the California Constitution.
