Requires the State Department of Education to expend $1,000,000 annually on the Breakfast After the Bell Program upon legislative appropriation.

Authorizes local educational agencies participating in the federal School Breakfast Program to apply for grants of up to $15,000 per schoolsite for up to 10 schoolsites to start or expand breakfast after the bell programs.

Defines "breakfast after the bell program" as providing nutritionally adequate breakfast available to pupils after the schoolday has begun for a majority of enrolled pupils.

Requires the Department of Education to modify data collection systems by the 2021–22 school year to track school breakfast service models at each schoolsite operating a breakfast program.

Excludes residential child care institutions and juvenile court schools from grant eligibility and permits schoolsites to continue offering breakfast before the schoolday begins in addition to after-the-bell service.
