Amends Section 7031 of the Business and Professions Code to clarify exceptions to the prohibition on unlicensed contractors recovering compensation for work performed.

Extends the exception for individually licensed contractors who fail to comply with joint licensing requirements to also include limited partnerships where the license is held by the general partner.

Maintains existing prohibitions on unlicensed contractors recovering compensation and on persons using unlicensed contractors' ability to sue for recovery of payments made.

Preserves the judicial doctrine of substantial compliance for contractors who were previously licensed, acted in good faith to maintain licensure, and promptly remedied any compliance failures upon learning of them.
