Amends Section 21167 of the Public Resources Code to clarify time periods for commencing actions or proceedings related to California Environmental Quality Act (CEQA) compliance, including provisions for projects with significant environmental effects (180 days), improper determinations (30 days), and non-compliance with environmental impact reports (30 days).

Modifies Section 21167.6 to authorize public agencies to deny requests by plaintiffs or petitioners to prepare the record of proceedings, in which case the public agency or real party in interest must bear preparation and certification costs rather than recovering them from the plaintiff or petitioner.

Requires courts to schedule case management conferences within 30 days of filing a complaint or petition to review the scope, timing, and cost of the record of proceedings.

Repeals Sections 21168.6.5 and 21168.6.6, which contained specialized administrative and judicial review procedures for specific football stadium development and entertainment/sports center projects in Los Angeles and Sacramento.

Repeals Sections 21170 and 21171 of the Public Resources Code as obsolete and duplicative provisions.
