Expands the definition of "regional transportation planning agency" under the Solutions for Congested Corridors Program to include specified transportation planning agencies, certain county transportation commissions, the Santa Clara Valley Transportation Authority, joint exercises of powers authorities, and other local or regional transportation entities designated by statute as regional transportation agencies.

Allows regional transportation planning agencies as newly defined, county transportation commissions or authorities, and the Department of Transportation to nominate projects for Solutions for Congested Corridors Program funding designed to achieve balanced transportation, environmental, and community access improvements in highly congested travel corridors.

Gives preference to corridor plans demonstrating collaboration between the Department of Transportation and local or regional partners through a comprehensive approach to congestion and quality-of-life issues, with joint nominations by regional agencies and the department as evidence of such collaboration.

Limits the California Transportation Commission to allocating no more than one-half of available annual funds to projects nominated exclusively by the department, ensuring local and regional agencies retain nomination opportunities.
