Amends Government Code Section 11011 to expressly identify the Department of Veterans Affairs as a state agency that the Department of General Services must consider when determining if excess state property is needed by another state agency.

Authorizes the Department of General Services to transfer jurisdiction of excess state property to the Department of Veterans Affairs if it determines the land is needed by that department.

Applies to proprietary state lands that agencies report as excess of their foreseeable needs, excluding tax-deeded land, highway property, and lands under other specific jurisdictions.

Maintains existing procedures for the Department of General Services to review excess land reports and transfer property to any state agency deemed to have need for it.
