Requires county welfare departments to provide dependent children written information about federal, state, and local housing assistance programs and a fact sheet explaining tenant rights at the first regularly scheduled review hearing after age 16.

Mandates the same housing information and tenant rights fact sheet be provided at the last regularly scheduled review hearing before age 18 and at all subsequent review hearings for youth remaining in the system.

Applies the housing assistance and tenant rights information requirement to nonminors (youth over 18) when the court considers terminating dependency jurisdiction.

Exempts the state from reimbursing local agencies for costs incurred under this act, except to the extent those costs exceed funding already provided through 2011 Realignment Legislation.
