Amends Section 23399.5 of the Business and Professions Code to permit arts and crafts workshops to serve wine or beer without a license or permit under specified conditions.

Requires that there be no extra charge or fee for the alcoholic beverages, defined as the workshop fee being the same regardless of whether beer or wine is served.

Limits servings to no more than 12 ounces of beer or 6 ounces of wine per glass offered to workshop participants.

Restricts service of alcohol to business hours only, with a maximum cutoff time of 10 p.m.

Preserves local authority for cities and counties to restrict or limit consumption of alcoholic beverages under Section 23791.
