Requires local educational agencies (school districts, county offices of education, charter schools) to ensure transportation network company contracts for home-to-school transportation entered into on or after January 1, 2021 comply with Section 45103.1 standards for personal services contracts.

Mandates that transportation network company drivers providing home-to-school transportation meet all the same requirements as school bus drivers, including background checks, fingerprinting, medical examinations, drug and alcohol testing, and criminal background checks.

Requires drivers to complete the same training and instruction requirements applicable to school bus drivers under Sections 40082 and 40085 of the Education Code.

Requires drivers to obtain all applicable certifications and licenses required of school bus drivers under the Education Code and Vehicle Code sections 12517, 12517.2, 12517.3, 12517.4, 12517.45, 12522, 12523.6, 13369, 13370, and 13376.
