Establishes the California Manufacturing Disaster Loan and Loan Guarantee Program administered by the California Infrastructure and Economic Development Bank (I-Bank) to provide financing for manufacturing and logistics businesses during declared states of emergency.

Creates the Manufacturing Program Account within the I-Bank Fund to receive disaster relief funds allocated by the Governor for direct loans, loan guarantees, loan forgiveness, and program administration costs.

Permits I-Bank to provide loans and guarantees to manufacturers and logistics businesses located in disaster areas or producing essential goods needed for emergency response, with loan forgiveness available when it furthers program purposes.

Requires applicants to pay nonrefundable application fees, confirm compliance with applicable laws, commit to repay loans before relocating facilities outside California, and report on employment and capital investments.

Mandates I-Bank to report annually to the Governor and Legislature beginning January 1, 2022, on program activities including funding amounts, projects funded, jobs created and retained, and business size categories; program cannot enter new loans after January 1, 2026.
