Allows school districts to permit local public employees or other members of the public to occupy housing created under the program while maintaining priority for school district employees.

Defines "teacher or school district employee" to include certificated and classified staff employed by unified school districts, elementary school districts, or high school districts.

Specifies that teacher housing programs must comply with all other applicable laws while addressing California's housing affordability crisis and teacher turnover issues.
