Amends Section 24746 of the Food and Agricultural Code to allow poultry plant license fees to be prorated instead of prohibiting proration.

Changes the requirement that license fees cannot be prorated to instead require that they be prorated.

Applies to poultry plant licenses that expire on the last day of the calendar year for which they are issued.

Requires a fiscal committee review per the bill's status indicators.
