Increases required motor vehicle liability insurance coverage from $15,000 to $30,000 for bodily injury or death of one person, from $30,000 to $60,000 for all persons in an accident, and from $5,000 to $25,000 for property damage per accident.

Applies increased insurance requirements to both proof of financial responsibility under Vehicle Code Section 16430 and owner's motor vehicle liability insurance policies under Section 16451.

Establishes automatic adjustments to minimum insurance limits effective January 1, 2026, and every five years thereafter based on increases in the California Consumer Price Index as determined by the Department of Industrial Relations.

Specifies that no state reimbursement to local agencies or school districts is required because the bill's costs result from creating or changing criminal penalties within the meaning of Government Code Section 17556.
