Authorizes annexation of the University of California, Merced main campus (up to 1,026 acres) and a connecting road strip to the City of Merced, notwithstanding the typical contiguity requirement under the Cortese-Knox-Hertzberg Local Government Reorganization Act.

Requires that the affected territory be within the City of Merced's sphere of influence and located in unincorporated Merced County for the annexation to be approved by the local agency formation commission.

Prohibits subsequent annexations to the road strip unless the territory proposed for annexation is contiguous to either the UC Merced main campus or the City of Merced's boundaries as they existed on January 1, 2021.

Applies exclusively to the City of Merced and addresses unique circumstances involving the UC Merced campus located in unincorporated territory.
