Designates persons providing data, information, and content to a business as customers in a transaction under the Consumer Legal Remedies Act.

Makes it unlawful for online platform operators to fail to act in accordance with their community guidelines, terms and conditions, content management policies, or other presented promises to users.

Prohibits online platform operators from using design, code, or artificial intelligence to obscure user autonomy, coerce data collection, or cultivate compulsive usage patterns.

Requires online platforms to provide a public reporting tool with publicly viewable reports to flag instances of banned design practices.

Authorizes the Attorney General to release guidance for compliance with the online platform operator provisions.
