Requires the Judicial Council to adopt rules of court by July 1, 2021 allowing Indian child tribes to participate in proceedings via telephonic or other remote appearance options without fees.

Mandates the Judicial Council report to the Legislature on or before July 1, 2022, and annually thereafter, on the number of remote appearance options used by Indian child tribes during the prior 12 months.

Applies to proceedings where the federal Indian Child Welfare Act of 1978 may apply.
