Adds Section 1798.2 to the Civil Code to prohibit state agencies from discriminating or retaliating against individuals for exercising rights under the Information Practices Act of 1977.

Amends Section 1798.32 to clarify that individuals have the right to inquire whether an agency maintains records about them and to be notified accordingly.

Requires agencies to include the title and business address of responsible officials, access procedures, and contestation procedures in notices sent to individuals about their records.

Permits agencies to establish reasonable rules regarding times, places, and requirements for identifying individuals requesting record access and for disclosing record contents.
