Expands the definition of civil engineering and land surveying to include determining the benthic surface below water bodies, measuring for volumetric calculations of earthwork, and determining positions of both manmade and natural fixed objects using photogrammetric methods or remote sensing.

Modifies geodetic surveying definition to mean performing surveys using techniques or methods of three-dimensional geospatial data acquisition rather than the previous language.

Simplifies language describing layout of reference points and lines for locating, establishing, or retracing alignment and elevation of fixed works to use mathematical or physical measurements instead of previous building-specific language.

Deletes provisions allowing individuals and businesses engaged in other lines of endeavor to employ or contract with licensed engineers or surveyors for incidental services (with new operative date of January 1, 2026 for engineers and corresponding date for surveyors).

Removes reference to subdivision (e) of Section 8729 in land surveyor penalties section regarding unlicensed management of surveying businesses, effective January 1, 2026.
