Expressly limits the Imperial County Transportation Commission's use of transportation moneys to only transportation planning and programming responsibilities, capped at 3% of local transportation fund revenues.

Authorizes the commission to assist local agencies in coordinating, administering, and implementing programs and policies, including nontransportation programs like animal control, waste management, emergency response, and disaster communication services.

Requires the commission to obtain a majority vote and board resolution before developing or implementing any nontransportation program.

Allows the commission to function as a regional agency for integrated waste management planning and as a service authority for freeway emergencies in Imperial County, subject to board resolution and voter ratification.

Prohibits use of transportation moneys for nontransportation purposes and excludes Imperial County sales tax revenues from the November 4, 2008 Measure D from being used for nontransportation programs.
