Requires cities and counties to inspect buildings within a specified timeframe when receiving complaints from tenants, residents, or occupants about substandard conditions or lead hazard violations under the State Housing Law, effective July 1, 2021.

Mandates cities and counties cite any lead hazard violations or substandard building conditions found during inspections and provide free copies of inspection reports and citations to the complaining party and all potentially affected tenants or residents.

Prohibits cities and counties from placing conditions on inspections or citations, including requirements that tenants be current on rent, comply with rental agreements, demand corrections from the owner first, or avoid legal disputes with the property owner.

Prohibits cities and counties from refusing to communicate with tenants, residents, occupants, or their agents regarding matters covered by this legislation.

Declares no state reimbursement is required because local agencies have authority to levy fees or assessments to cover costs under this mandate.
