Restricts State Bar closed-session exemptions for examinations to preparation of materials, approval, grading, and security of test administration only.

Requires the State Bar to accept public comment in open session on all matters agendized for board discussion or decision, whether in open or closed session.

Allows applicants an additional 4th administration of the First-Year Law Students' Examination if any of the first 3 administrations includes June 2020, with full credit for all law studies completed.

Reduces active licensee annual fees to $395 for 2021 and inactive licensee fees to $97.40 effective January 1, 2021, and increases an additional voluntary fee from $40 to $45 (with $5 allocated to hiring law school graduates with provisional licenses) through January 1, 2023.

Expands Client Security Fund to cover dishonest conduct by licensees regardless of active or inactive status, authorizes collection through Franchise Tax Board for delinquent reimbursements, and prohibits the laches defense for licensees owing reimbursement amounts.
