Changes terminology from "small business advocate" to "small business contracting advocate" and "small business liaison" to "small business regulatory liaison" throughout state procurement and regulatory processes.

Requires the Director of the Office of Small Business Advocate to maintain and distribute annual lists of small business contracting advocates, regulatory liaisons, and Disabled Veteran Business Enterprise Program Contract Advocates across state government.

Expands duties of the small business contracting advocate to assist certified small businesses and disabled veteran business enterprises in participating in the California multiple award schedule program, rather than just identifying opportunities.

Removes specified duties from the Department of Veterans Affairs and shifts responsibility to the California Disabled Veteran Business Enterprise Program Advocate to establish systems for tracking effectiveness of promotional activities by state agencies.

Requires the California Disabled Veteran Business Enterprise Program Advocate to collaborate with the Director of the Office of Small Business Advocate on implementing the disabled veteran business enterprise program and removes the requirement that agency advocates meet regularly with the state advocate.
