Requires the Small Business Advocate and small business liaisons to provide technical advice and assist small businesses in filing petitions requesting adoption, amendment, or repeal of regulations.

Authorizes small business liaisons to advocate for or against regulations requested by petition, reversing the previous prohibition on such advocacy.

Requires state agencies receiving petitions from small businesses to forward copies to the Small Business Advocate and relevant agency liaison within 30 days, and mandates at least one meeting be offered to discuss the petition.

Requires state agencies to include petition submission information on their internet websites in the same location as small business liaison contact information.

Expands the Small Business Advocate's annual report to include the number and nature of complaints, petitions received, and recommendations for new or modified state activities to support minority and other small business enterprises.
