Requires counties to notify foster care providers and emergency caregivers within 3 business days of placement whether they are eligible to receive reimbursement for reasonable travel costs to keep children in their enrolled school.

Adds payment coverage for reasonable travel expenses to emergency caregivers' existing per-child, per-month rate, matching the assistance already provided to regular foster care providers.

Establishes that emergency caregiver travel reimbursement payments are eligible for federal and state funding through the Emergency Assistance Program for specified time periods (180 days for 2018-19, 90 days for 2019-20 and beyond).

Requires counties to document good cause for delays in resource family approval applications and report monthly to the state if approvals are pending beyond 90 days to extend funding eligibility up to 365 days.

Clarifies that no state reimbursement is required for this act's mandate, as costs fall within existing 2011 Realignment Legislation responsibilities unless the state provides additional funding for cost increases.
