Extends the authority for jurisdictions with necessary computer capability to begin processing vote by mail ballots from 10 business days to 15 business days before the election, with a one-time exception allowing 29 days before the November 3, 2020 statewide general election.

Allows county central committees to establish their own candidacy affiliation time requirements, subject to state central committee bylaws, rather than applying uniform state requirements.
