Requires the Office of Systems Integration to ensure CalHEERS transfers health care applications to counties when individuals are determined potentially eligible for CalFresh and opt into applying for CalFresh benefits.

Mandates CalHEERS include an option for applicants to opt into CalFresh while applying for health care benefits and provide electronic signature capability to facilitate use as a CalFresh application.

Requires the Office of Systems Integration to collaborate with the State Department of Social Services to ensure transferred applications meet all state and federal CalFresh requirements.

Requires counties to treat CalHEERS applications received as CalFresh applications and process them accordingly.

Directs the State Department of Social Services to issue guidance to county human services agencies on treating CalHEERS applications as CalFresh applications.
