Requires the Secretary of the Natural Resources Agency to create an environmental justice program to identify and address gaps in existing programs that may impede environmental justice achievement.

Establishes a grant-based reimbursement program (contingent on funding) to enable environmental justice and community groups to participate in rulemaking and regulatory processes within the Natural Resources Agency.

Requires the Geologic Energy Management Division to adopt regulations by July 1, 2022, establishing a minimum setback distance between oil and gas production and related operations activities and sensitive receptors based on health, scientific, and other data.

Defines "sensitive receptor" to include schools, childcare facilities, playgrounds, residences, hospitals, health clinics, and other facilities as defined in Health and Safety Code Section 42705.5.

Clarifies that the setback distance regulations do not prevent state and local authorities from imposing additional requirements to protect public health and safety near oil and gas operations.
