Authorizes the issuance and sale of $3,920,000,000 in state general obligation bonds to fund wildfire prevention, safe drinking water, drought preparation, and flood protection programs, subject to voter approval at the November 3, 2020 statewide election.

Allocates bond proceeds across seven program areas: $1,250,000,000 for wildfire prevention and community resilience; $925,000,000 for safe drinking water and water quality protection; $725,000,000 for neighborhood parks in park-poor areas; $475,000,000 for fish and wildlife protection; $100,000,000 for agricultural land protection; $215,000,000 for coastal protection; and $230,000,000 for workforce development and climate education.

Requires at least 20 percent of funds from most chapters and 15 percent from wildfire chapter be allocated to projects serving severely disadvantaged communities (those with median household income below 60 percent of statewide average).

Establishes the Wildfire Prevention, Safe Drinking Water, Drought Preparation, and Flood Protection Bond Finance Committee to oversee bond issuance and requires annual public reporting on all program expenditures and project outcomes.

Permits administering state agencies to use up to 10 percent of allocated funds for planning and monitoring, with additional allocations allowed for technical assistance and community access projects in disadvantaged communities.
