Establishes a pilot program allowing Los Angeles Community College District to use best value procurement for public projects exceeding $1,000,000 before December 31, 2024, instead of the standard lowest responsible bidder requirement.

Defines best value as selecting bidders based on objective criteria combining price and qualifications, calculated by dividing each bidder's price by their qualification score.

Requires bidders to demonstrate financial condition, relevant experience, management competency, labor compliance, acceptable safety records, and commitment to using skilled apprenticeship workforces on projects.

Mandates the district submit an interim report by July 1, 2022 and a final report by January 1, 2024 to the Legislature documenting project awards, contract amounts, protests, and performance outcomes.

Repeals the pilot program on January 1, 2025 unless extended by prior legislative action.
