Names the support programs established by the Adjutant General the "California Military Department Foundation," encompassing morale, welfare, recreational, training, and educational programs for Military Department members and their families.

Authorizes the Adjutant General and Military Department to enter into agreements with nonprofit military or veteran foundations, military organizations, and other entities to conduct California Military Department Support Fund activities.

Establishes the California Military Department Support Fund in the State Treasury to accept monetary and in-kind donations for support programs, with funds available only upon legislative appropriation.

Creates the California National Guard Military Family Relief Fund as an account within the Support Fund to provide financial aid grants to California National Guard members deployed to active duty for at least 60 consecutive days, limited to food, housing, child care, utilities, medical services, prescriptions, insurance, and vehicle payments.

Requires the Adjutant General to conduct annual internal audits of the fund and report findings to the Department of Finance by March 31 of each year.
