Authorizes the City and County of San Francisco and the City of Oakland to approve entities operating overdose prevention programs (OPPs) for adults 18 years or older until January 1, 2026.

Requires OPPs to provide a hygienic supervised space for drug consumption, sterile supplies, overdose monitoring and reversal, and referrals to substance use disorder treatment, mental health services, and social services.

Mandates cities hold public meetings with law enforcement, public health officials, and the public before approving an OPP entity, and requires annual reporting on program participants, overdoses reversed, and referrals made.

Exempts persons and entities involved with approved OPPs from criminal prosecution under specified drug possession and use statutes, and from civil liability, professional discipline, property forfeiture, and other penalties for compliant program activities.

Requires OPP operators to establish operating procedures, staff training standards, good neighbor policies, complaint procedures, and relationships with emergency departments.
