Authorizes the Department of Veterans Affairs to acquire, study, design, develop, construct, and equip a Southern California Veterans Cemetery at one of two specified sites in Orange County Great Park in the City of Irvine.

The two potential sites are the 125-acre Amended and Restated Development Agreement Site (former Marine Corps Air Station El Toro) or the approximately 100-acre Golf Course Site, both in Orange County Great Park.

Requires the Department of Veterans Affairs to complete acquisition studies of both sites, then consult with the Department of General Services to determine which site to pursue based on economic feasibility, benefits to veterans and Irvine residents, and location availability.

Makes honorably discharged veterans and their spouses and eligible dependent children eligible for interment in the cemetery, subject to requirements in Section 2402 of Title 38 of the United States Code.

Authorizes the department to establish fees for interment of veteran spouses and eligible dependent children not to exceed reasonable costs, with all fees deposited into the Southern California Veterans Cemetery Perpetual Maintenance Fund.
