Requires California State University support staff employees to receive a 5% merit salary intermediate step adjustment annually after their first year and each subsequent year, provided they meet satisfactory performance standards as determined by their administrator through a uniform evaluation process

Mandates that language implementing this provision shall automatically be incorporated into any memorandum of understanding or collective bargaining agreement entered into or renewed by California State University on or after the bill's operative date

Requires the California State University to fund all implementation costs using existing university resources, with no new appropriations authorized

Makes the provision inoperative on July 1, 2030, and repeals it effective January 1, 2031
