Requires the Governor's Office of Business and Economic Development (GO-Biz) to prepare a statewide economic growth, prosperity, and resiliency assessment of California's freight sector by December 31, 2021, in consultation with the State Air Resources Board, California Transportation Commission, and Transportation Agency.

Assessment must identify economic competitiveness of freight sectors, develop metrics to measure financial and market performance, establish goals to increase competitiveness and economic resilience, and track annual progress on recommendations.

Assessment shall identify freight mobility challenges such as truck bottlenecks and congestion, assess how emission reduction regulations affect freight competitiveness, and recommend strategies to address these issues.

Requires GO-Biz to consult with the Legislature and representatives from ports, shippers, carriers, labor, local governments, environmental organizations, and other freight stakeholders when developing the assessment.

Mandates the Transportation Agency incorporate assessment findings into the 2024 state freight plan and each subsequent state freight plan, with updates to the assessment required at least every 5 years.
