Identifies domestic violence centers as eligible community-based organizations for partnerships to provide student assistance services including counseling, health, mental health, victim advocacy, and legal assistance.

Requires comprehensive, trauma-informed training programs for campus officials investigating and adjudicating sexual assault, domestic violence, dating violence, and stalking cases.

Mandates outreach programming for all incoming students (including graduate, transfer, and international students) covering warning signs of intimate partner and dating violence, campus and off-campus resources, and bystander intervention training.

Expands the definition of "incoming students" to explicitly include graduate, international, and transfer students for purposes of receiving required outreach programming about sexual and dating violence.

Requires institutions receiving state financial aid funds to implement comprehensive prevention and outreach programs addressing sexual violence, domestic violence, dating violence, and stalking using strategies such as empowerment programming, awareness campaigns, and bystander intervention.
