Requires the Department of Community Services and Development to develop and administer the Agricultural Working Poor Energy Efficient Housing Program to improve energy efficiency in farmworker-owned housing.

Program funds may be used for weatherization, Energy Star-certified appliances, LED lighting, photovoltaic solar panels, solar water heating systems, and building code compliance upgrades.

Department must give preference to federally designated farmworker organizations and organizations with proven track records of assisting farmworkers when distributing program funds.

Department must consult with the Public Utilities Commission and State Energy Resources Conservation and Development Commission to ensure compatibility with state energy policies and avoid duplication of existing programs.

Department must report to the Legislature by January 1 of the third calendar year after receiving funding, including program expenditures, households reached, demographics, measures funded, and energy savings estimates.
