Requires the California Building Standards Commission to assemble a functional recovery working group by June 30, 2020, comprised of state agencies, engineers, construction industry members, insurance industry representatives, and other stakeholders.

Mandates the working group to consider by June 30, 2021, whether a "functional recovery" standard should be adopted for building occupancy classifications and investigate practical implementation as mandatory or voluntary measures.

Defines "functional recovery standard" as building code provisions requiring structures to maintain or restore their basic intended functions within a maximum acceptable time following an earthquake.

Authorizes the Building Standards Commission to adopt regulations for nonresidential occupancies and the Department of Housing and Community Development to adopt regulations for residential occupancies based on the working group's recommendations.

Requires the working group to advise state agencies to propose building standards during the next Triennial or Intervening Code Adoption Cycle following issuance of recommendations.
