Authorizes the State Water Resources Control Board to delegate partial responsibility (in addition to primary responsibility) for drinking water administration and enforcement to local health officers through local primacy delegation agreements.

Eliminates the annual drinking water surveillance program grant previously provided to local primacy agencies and establishes a new funding stabilization program starting in the 2021–22 fiscal year for participating local primacy agencies.

Under the funding stabilization program, the state board collects all fees from public water systems, reimburses local primacy agencies for reasonable costs in their work plans, and requires agencies to remit all fines, penalties, and cost reimbursements to the state board for deposit in the Safe Drinking Water Account.

Requires the state board to evaluate each local primacy agency's oversight program annually and provide reports listing any deficiencies; limits the reasonable time for agencies to make program improvements to not exceed two years.

Prohibits local primacy agencies participating in the funding stabilization program from charging public water systems any fees beyond those established and collected by the state board.
