Requires the Franchise Tax Board to submit annual reports to the Legislature starting March 1, 2022, and each March 1 thereafter regarding California's health care coverage mandate and penalty.

Reports must include the total number of households paying penalties and their dependents, broken down by county and adjusted gross income class.

Reports must detail total penalty amounts imposed statewide and by county and income class, plus the number of exemptions granted and most common exemption qualifications.

Reports must analyze penalty-paying households and dependents by federal poverty level categories (0-138%, 139-266%, 267-400%, and 401%+ of federal poverty level).

Reports must include data on state financial subsidies paid for health care coverage and reconciliation adjustments, organized by county and federal poverty level category.
